David Schwarz

David Schwarz is the Founder and Managing Principal of Pier Strategies LLC. David’s work primarily focuses on advising and assisting clients on federal public policy issues. David has substantial experience working with both public and private sector interests on federal relations strategies, including federal appropriations, government contracting, and related issues. He has successfully worked on legislative initiatives and programs for a variety of domestic and international clients in areas including defense, energy, transportation, real estate, and economic development. He has drafted congressional testimony and regularly meets with congressional members, their staff, and the various federal agencies.

David works with Congress and the Administration to help clients navigate the often complex legislative and regulatory process. David’s work is bolstered by his understanding of these processes as well as the strong relationships he has developed with senior government officials and staff members in key areas. Immediately prior to forming Pier Strategies in 2007, David worked for six years as a Senior Advisor at McKenna Long & Aldridge LLP, a large Washington based international law firm, in the government affairs group. During this time, the government affairs practice group experienced tremendous growth in size and scope to which David contributed.

During his time on Capitol Hill, David served as a senior aide for U.S. Congressman Jack Kingston. Congressman Kingston was previously the Vice Chairman of the House Republican Conference, and he is a senior member of the Appropriations Committee. He is currently the Chairman of and the Labor, Health and Human Services, Education and Related Agencies Subcommittee, and he also sits on the Defense Subcommittee; these are the two largest appropriations bills within the federal budget. David oversaw a majority of the Congressman’s appropriations work. Additionally, David helped manage office communications and press strategy. David, a native of Savannah, GA, maintains close ties to his home state, and he focuses much of his work in the southeastern region of the U.S.

David is a graduate of Vanderbilt University in Nashville, TN. Prior to coming to Washington, he worked for the Tennessee State Senate’s State and Local Government Committee. This committee has broad jurisdiction over proposed legislation in the Tennessee legislature.

In addition, David remains very active on the political front. He currently serves on several House and Senate campaign steering committees in Washington. David also played active roles in five House and Senate field campaigns.

David is married and has a young son and daughter. He and his wife remain actively involved in a variety of civic activities.
